Given the content of the lyrics, it seems 100 percent clear to me that "I'm Still Here" is not supposed to be a song that Carlotta had sung decades earlier in the Follies -- not unless she's singing it with new lyrics :-) A separate issue is whether or not Carlotta is supposed to be singing some or all of the song to the waiters and other people at the reunion.
