Measure for Measure at TFANA

I've never seen a production of this play, so take my words with a grain of salt.

Despite a pre-show promenade that made no sense to me then, nor by the end of the show, this was a good enough show, though my level of engagement ebbed and flowed throughout the nearly 2:45. It was great to see Jonathan Cake again. For those who know the play better, why is this set in Vienna? And what are your experiences of it? It was a bit problematic for me, but I'm still considering whether than is a textual weakness or a production one.
