I think it depends on the studio. Film versions of The Music Man, How to Succeed in Business, Gypsy, 1776, etc. were all made without big stars. Hello, Dolly! didn't need to be a $24M spectacular and the '69 film wasn't really commercially successful despite Streisand's presence. Perhaps Warner Bros. would have been a better studio for Dolly rather than Fox.
