I would disagree, at least when it comes to Russell and Wood. Russell was still working plenty at the time, still starring in movies. Never taking anything but the clear leading role. And Wood was a big movie star at that time, coming off both West Side Story and Splendor in the Grass. For the next few years, she remained in demand and was considered a major attraction at the box office.

Also, with Gypsy, you were going to have to cast an actress of a certain age in the role. That was a given. Oddly, the first actress announced as being likely to play Rose in the movie was Judy Holliday.

Also, Gypsy and The Music Man were filmed on relatively small budgets, as far as I can tell, as compared to the huge amount spent on Hello, Dolly!

There's also the question of how much Russell and Ball pushed to get Rose and Mame for themselves.
