Just catching up with your post. One of the odd things about the play (as I'm sure you know) is that even as the Duke admits that he's been too slack in the enforcement of those laws, he also tells Friar Thomas, in what is admittedly almost a postscript to the scene, that he's doing it partly as a test of Angelo, whom he already seems to suspect will fail to live up to his professed standards of morality. It's almost like the Duke is saying: If Angelo screws up as badly as I think he might, everyone will appreciate me more when I come back. And I will have a sort of proof that being a little lax is better than being strict.
