There is some truth in your second point. Look at Lerner and Loewe's work for multiple cases in point. Louis Jourdan, Rex Harrison, Clint Eastwood and Lee Marvin are allowed to talk-sing (if you can call it that in the last two cases) through, respectively, Gigi, My Fair Lady and Paint Your Wagon, but Leslie Caron, Audrey Hepburn and Jean Seberg were dubbed.

Of course the demands of particular roles must be considered. I enjoy the light musicality to be heard in the singing of the three dancers you name, although Gene Kelly's voice comes up lacking for the demands of Brigadoon.

Regarding your first point, the actors and actresses were usually more responsible for the quality of the lip-syncing but at times the tonal match is uncanny. There may still be footage on youtube of a pre-dubbed Christopher Plummer singing Edelweiss. Bill Lee approximated his voice particularly well, adding an ability to sustain notes in the process. Jim Bryant also matched Richard Beymer's voice well enough for Tony's dubbing in West Side Story to not be noticeable. So did everyone else in WSS, though Betty Wand's singing of A Boy Like That is much brassier than Rita Moreno's in America and Tonight. The most glaring exceptions to this are to be found in the film of South Pacific. Muriel Smith's singing voice is nothing like Juanita Hall's speaking voice and Bill Lee's is nothing like John Kerr's (though Kerr lip-syncs very well to it). My guess is that Ken Darby and perhaps Richard Rodgers were not that concerned with this. The children and Seabees don't even seem to be in sync, although the entire score is sung and acted beautifully.
