There are rules about sublets, but if you are having a friend stay without paying rent, that just makes them a guest. And if no one is going to be resident in the apartment...do you think that paying rent obligates you to sleep in an apartment? Maybe you should go directly to the site of the Rent Guidelines Board. They have a lot of basic info on leases.
