I would doubt that it is from a workshop recording. According to many sources, "When There's No One" was written during rehearsals for the England production, way after any workshop. What it sounds like to me is a recording with character/plot lyrics ("I gave you life, I can take it away", for instance) changed to make the song less "Carrie"-specific. With the changed lyrics, it now sounds like a typical "love affair ended" sort of song, which might appeal to a wider range of singers wanting to sing the song on a recording, in a concert, etc.
