I think Tim Rice has said this is something that was made up for the show.

I've never heard anyone refer to Buenos Aires as the Big Apple in any other context.

B.A. = Buenos Aires. Or for this show the big Apple of Argentina. It's a metaphor. Nm

She is just calling it that like it is the common way to refer to it, but it isn't and is in fact made up for the show. If she had said "Buenos Airs is the big apple" then maybe, but the awkwardness of the way it's just forced into the musical dialogue like it's a known and accepted and used phrasing is very strange.

I think he was just happy with what he considered to be the cleverness of the b and a... "BE A part of B.A., Buenos Aires, Big Apple".

And of course none of that cleverness is evident at all when you are listening to the lyrics in the theater. You have to see it to make sense. What it sounds like is,

"I want to be a part of --
Be a Buenos Ares
(something unintelligible because "big apple" does not scan)"

I was just saying how I saw it. From the first time I heard it. I thought it was a clever invention. I had never heard of Buenos Ares referred to as the Big Apple myself, then or since.

Agreed - and I'm also assuming that Buenos Aires itself isn't referred to in real life as "B.A." - though I don't know. I think Rice just saw a fun wordplay opportunity and he used it.

I don't think it matters whether or not "Big Apple" is literally used for anywhere other than New York. Rice is using it as a generic term for "THE big city." The same way we use "Kleenex" generically to mean any facial tissue regardless of brand name, or "Band-Aid" to refer to any such kind of bandage, etc.
