In the book they released concurrently with the London opening, Rice explained that to a girl like Eva, Buenos Aires would've been as huge, as glamourous, as culturally significant at the Big Apple is to most North Americans. I'm paraphrasing, but he basically said "I just couldn't resist."
I always thought the line was cool, when I was a teenager, because he was taking something established and applying it to something else for effect or comparison. Now that I'm an old and grizzled 38, and have studied my Sondheim... well, it's awkward and probably foolish. But I love it.
EVITA is my favourite musical, so I forgive it these unacceptable idiosyncrasies. There's plenty to love about it...
