It seems pretty clear that Springsteen is a theater piece and not just a concert, so it should be eligible for Best Musical as far as the material goes. But it's not eligible if the voters are not invited, so not inviting them may get Springsteen a special Tony that he may not otherwise get (if the Administrative Committee are okay with giving a special Tony to a show that snubbed the voters).
