In 2016, the legislature outlawed the use of bots after an investigation by the Attorney General. The Cuomo administration is actively working on legislation to reform the law. He signed an extension of the previous law in 2016 but said he would not sign another extension in 2017 until new legislation was introduced that made the process more consumer friendly. However, he signed another extension this year, but there were meetings over the summer with various groups working on legislation.

Since the legislature is the one who will pass or not pass a bill, it is very good advice to contact your local rep and put it on their radar. As with any big-money business, ticket resellers certainly try to influence legislation, too.
