I think the basic story is about a rigid class (or caste) system within a particular racial group in the French Antilles. There are light-skinned and dark-skinned peoples among all racial groups including Caucasian, e.g., Nordic versus Mediterranean. If we are to accept the pre-show as indicative of Arden's vision, the doctor (Salonga) and her crew (rest of cast) are merely comforting the little girl, who has survived a hurricane (and may now be an orphan) with a story quite similar to Hans Andersen's The Little Mermaid. In the original tale (unlike the Disney version) the mermaid is rejected by the prince and is turned into sea foam because of her foolish quest to become human. I assume that the casting of both Erzulie and Daniel in this revival would be considered non-traditional since it definitely is a departure from that of the 1990 original.
