I agree, Delvino. While I felt the overall comedic aspects of the show were played too broadly--especially the cafe scene--I did get the sense that this was Budapest in the thrities. Employment is everything. Amalia is desperate for work, both in her first scenes, and then fearing her illness will give the impression she doesn't care about her job; Sipos keeps his mouth shut for fear of losing his family's paycheck; even the opening number has everyone staying "pale, but solvent," rather than having a picnic. Even the clumsy waiter is threatened with the end of his career.
