These laws, like many others, obviously are not enforced. Manhattan has more parades than Brooklyn, and I can think of at least one featuring nudity.
As a side note, I would think the exposure law as written is unconstitutional since it treats men and women differently.
Steering this back into the on-topic territory, performances are specifically exempted from this categories of laws (as is breast feeding, though that is largely off-topic here). |
