I think several of the lyrics in "Argentina" sound sort of nonsensical, but I've always tried to justify that as Eva's empty political rhetoric. Sort of like the way Trump talks, although not mean or insane like him. But I do also agree that "Any Dream With You" is also largely made up of a lot of empty, generic platitudes, and I doubt that's what Rice wanted for that character in that moment.
