As I recall, "Chop Suey" isn't based on making fun of immigrants' handling of English sounds. Its allusions probably are pretty obscure for today's audiences (they were by the time the movie was made, hence the changes in lyrics), and its point is that the community singing it have retained some of their ethnic culture while assimilating new ones--it is set at a party for celebrating Madame Liang's becoming a US citizen, IIRC. It doesn't make fun of the Chinese or Chinese-Americans.
