Questions about Tony voting

If a play with a limited run opens in the fall or early winter and closes well before the Tony nominations are announced, how would it be possible for that play or cast member) to receive many Tony votes? Don't most Tony voters see the nominees between the nominations and the close of voting, and doesn't one have to have seen the show in order to vote for it? Or maybe I'm wrong about when the majority of voters actually see shows during the year, I really have no idea. I guess it's determined by how local the individual voter is. Do Tony voters get comps to see a show no matter when they choose to see it?
