While I don't know answers to all your questions, I do know a little about the business side of touring a show. My educated guess is that the producer of the tour has a contract with each venue that, among other things, specifies a guaranteed amount of money for the engagement paid to the producer by the venue, likely with an additional percentage of the box office on top. Advertising the show and pulling in audiences is the responsibility of the local presenter and/or the venue and, presumably, they know their local audience well enough that they know they can sell approximately X amount of tickets over Y amount of performances. If they do their job well and the show sells, everybody makes money. If they don't and the show doesn't sell, it's the locals who take the bath, not the producers who are, at least, getting their guarantee.

I find it interesting that the casting notice does not list which roles are considered "principal" and which are considered "ensemble." Since they do not, I would imagine that every cast member on the line would be getting $550, except for those playing the dancers cut in the opening number, who'll sing from off stage and understudy other roles. What makes this feel odd to me is that the understudies are presumably learning several roles, possibly on their own without a formal rehearsal process, and doing a lot more work than the "regular" cast who only have to learn their own role and have the advantage of a rehearsal process with Baayork Lee. The argument could probably be made that the "ensemble" should actually be earning more.
