I agreed with you until the part about it being the responsibility of the writers no producers. There will never be a way to stop writers from having casual readings of work and asking actor friends for the favor (or giving them the opportunity, depending how you look at it) to be part of it. But actual producers doing actual workshops or readings or presentations for the disgustingly low rates they get to pay actors for those, largely to help in the crucial process of development or just as crucial process of selling the show to investors and producers, is criminal in my opinion and that CAN be changed and is the responsibility of producers and not writers. It's really the actor's union who is responsible but they need to work with producers.
