This line from Into the Woods should be credited to whom? Sondheim or Lapine?

Probably Lapine - Sondheim has said that most of those lines were taken from Lapine's book, although they're not specifically or individually called out. (In 'Look, I Made A Hat.')

No idea. But such an elegant phrase.
I also love the similar: "Sell when you can; you are not for all markets. Cry the man mercy, love him, take his offer. Foul is most foul, being foul to be a scoffer."
