Has Sondheim discussed why he hasn't expanded EVENING PRIMROSE for stage?

Is it a rights issue because it was written for a TV program? Does he retain the rights now? If so, it's sad to me he's never tried to develop it in to a 90 minute show. I know James Goldman isn't around to do it, but that hasn't stopped several properties from finding a new life. It's a shame because it already contains one of his most beautiful songs ("I Remember") and several other wonderful ones, and it's such an interesting premise and piece with lots more moments for songs that go into characters minds or exploit the tension of the plot. Even just as a one act. And then he could write another one act to go with it, I imagine it would be hugely popular in schools and community/regional theaters to have a licensed Sondheim 1 act musical to do, let alone two that can be done together (or alone).
