I do enjoy Jesse Green's reviews, including this one.
But I can't help wondering if he's judging these shows only by the bits of them presented now at Encores!
Especially his notion that George M is eminently revival-worthy makes me suspect that he's never seen it.

didn't George M win for best choreography (Joe Layton)?
that would make 2 Tonys represented - not just the one for best supporting actress Phyllis Newman

You're right, Joe Layton won for choreography for "George M" in 1969. Maybe they're counting that, and not the Subways win, since it's only got the overture in the show.
