The tours are cheap, particularly if they're reusing the sets. They don't pay very well from what I understand, particularly if they're not equity. They help keep the show in the theatregoer's mind which must be helpful for future licensing and regional shows. It's similar to cast albums in that way. Personally I'm glad that shows that didn't spark on Broadway get life on the road. Bridges and Bright Star both had tours I believe.
