I think they made a mistake, and part of it is due to how they vote. If they did weighted voting in the first place, which would make sense, they might have had a winner. The fact that no one musical stood out doesn't mean that none of them were worthy! If you asked a bunch of critics to pick a best musical out of Sondheim's work, they might end up with a similar vote breakdown--it doesn't say anything about the quality of the work.
I think Jerry Springer would be a very legit choice.
