WWriter: I think they made a mistake, and part of it is due to how they vote. If they did weighted voting in the first place, which would make sense, they might have had a winner.
It's worth noting that they *could* have proceeded to the weighted ballot if they voted to do that. A majority of the Circle membership preferred to give no award.
