The rights to George Orwell"s Animal Farm

I had always heard that Jonathan Larson wrote a musical, Animal Farm. But after he finished it, the Orwell estate would not give him the rights to the book? Why would they not give him the rights? But more important, why would they give Ian Wooldridge the rights for a play? And why would they give Peter Hall, Adrian Mitchell, and Richard Peaslee the rights to write a musical? Just wondering.
