So I guess helping to save the environment isn't worth spending money on. Seems shortsighted to me. Especially considering how much lighting equipment has improved in the last 50 years, how much it's continuing to improve, and how unfortunately inefficient so much of it still is.

Most small theatres here live hand-to-mouth. The cost of replacing all that equipment within a two-year timeframe, in many cases, would be prohibitive. That doesn't mean more efficient solutions shouldn't be sought, but these incoming regulations have cost implications for performance spaces that I suspect simply didn't occur to the people who drafted them.

I should also say - in terms of the way I live my own life, I am about as green as you can get without being named Elphaba or Kermit. Every single lightbulb in my home is a low-watt LED bulb, the house is properly insulated, all the appliances and the boiler were chosen for their energy efficiency, I seem to have elevated recycling almost to the level of a religion, I choose not to drive a car, and I donate to green causes every month. I absolutely think it's worth spending money on reducing emissions, and I put my money where my mouth is - but for performance spaces, these regulations are unworkable in their current form.

Where would the money come from to replace most lighting stock within the next 2 years? And what would they be replaced with? Are new fixtures going to be developed and brought to market by 2020?

As I posted above, this is not happening. A deal has been made with the EU, and a list of exempted equipment is being developed with the EU. I believe the industry knows that they have to make best efforts to find ways to abide be these regulations at some point in the future - but not in two years.
