It says "only about half of the 841 voters,those deemed expert enough, will be allowed to vote," but it doesn't say who they are.

Sound Designers?
Directors?
Producers?

And probably, American Theatre Wing Board Members?

This is not always true; it really depends on the production. And also, sometimes this could arguably be said about people's work in several Tony award categories, including direction! So I'm really not sure I understand why it was decided that the voting pool should be limited in categories such as sound design and orchestrations but not in others.
