I do not think there is any prohibition on sales of anything in the park. In fact, the city wanted Papp to charge a nominal fee when he opened the Delacorte and he had to fight to keep admission free.
The Central Park Zoo and Tavern on the Green, to name two entities are housed in the park and are not free.
