The city request that a nominal fee be charged is discussed in both Papp biographies, the Epstein and the Turan. In fact, Turan's book, Free for All reprints the letter in which Moses makes the case for charging admission on page 137.
There was no mandate from the city. The impetus for Shakespeare in the Park really came from Papp and the city went along. |
