My ignorance is showing, so sorry. I realize I'm throwing around "belting" when I likely mean lower in the register. This is the danger of non-musicians talking too knowingly about singing, based exclusively on what's heard.

I guess I'm pondering the difference between tenor songs like "She Wasn't You" from ON A CLEAR DAY vs. some of the more contemporary stuff which to my ear doesn't use that upper register as fluidly. Yeah, I get that a lot of poperetta makes lovely singing for tenors ("Bring Him Home" and "Why, God, Why" are pretty songs). Maybe it'm thinking of, say, Kitt stuff like "I'm Alive" or "Hey, Kid." Just things that popped into my head, though I can imagine you'll explain that those songs are "just as tenor" as the other. To my ear they have this extension-of-speaking-voice sound to them rather than the "belt" i.e. chest/head head mix.
