why and HOW are they calling this "Roald Dahl's" ??

First of all, if they really think adding his name to the title will help it sell tickets beyond the recognition of the actual title, I think they're mistaken. If people don't know what Charlie and the Chocolate Factory is, they almost definitely don't know who Roald Dahl is or care that he is the author.

Second, and more importantly, Roald Dahl is NOT the author of this musical. This is absolutely NOT "Roald Dahl's Charlie and the Chocolate Factory"... it is Scott Wittman and Marc Shaiman and David Greig's musical adaptation of Roald Dahl's Charlie and the Chocolate Factory"... to put Dahl's name on it is not only ridiculous but inaccurate. It's almost as silly as crediting T.S. Eliot for the book of Cats (and nominating him very posthumously for a Tony for his book writing work).

I'm curious why they bothered doing this, and moreso why/how it's allowed.

Well, that's what it was called on Broadway, according to the giant billboard over Times Sq that hasn't been taken down.

Most likely, that was part of the licensing deal with the Dahl estate, helping to extend their brand.

That licensing deal sounds logical and understandable... I was working off the assumption that the Dahl estate would NOT necessarily want it assumed that Dahl had anything to do with what the musical became (because he both literally didn't, besides having written the book it's based on... they don't call it "E.L. Doctorow's Ragtime the musical" after all, and nor should they ... and because it isn't good at all).
