I haven't seen this production so can't comment on whether the character or the actor is 39/40 - and it certainly may be the case that Eliza in My Fair Lady was written to be performed by a younger actor (though Audrey Hepburn was 35 when she appeared in the film). However Shaw wrote the part in Pygmalion specifically for Mrs Patrick Campbell who was in her late 40s (and in the NY production she played opposite a Higgins in his late 20s) and subsequently was played by on Broadway by Lynn Fontanne who was in her late 30s, Gertrude Lawrence who was also late 40s, Amanda Plummer who was 30 and most recently by Clare Danes who was 28. Diana Rigg, the current Mrs Higgins, played Eliza in Pygmalion to great acclaim when she was 36, although of course Wendy Hiller was 24 when she first played the role on stage and then, at Shaw's insistence, two years later she starred in the film version.
