Yes, but R&H weren't always slavish to their sources - sometimes for the better, sometimes not. I assume they must have liked Billis a lot to want to make him the essential comic relief character - just that I really don't find him all that funny. More of just a schmuck - but not really a lovable one IMO.

Billis resonated with a lot of the 1949 audience, who knew characters like him all branches of the armed forces.

Actually showing Billis stowing away and its aftermath does take up a lot of time in the film, from what I remember. I can see why Logan and Paul Osborn would want to show this rather than have it revealed through exposition, but it's one instance in which having it talked about might have been the better choice.
