I don’t think it is supposed to be used for unofficial business. It should be properly hidden once leaving the federal premises—although people don’t always do that on subways going to and from work. So showing a badge for a free ticket is unofficial business and different than just asking for a government discount like best western offers to liesure travel to government employees (which Marriott does not offer and i have to show Id or government credit card to get government rate so I dont stay at Marriott for liesure travel at government rates).
