That's not correct. I work for an (unaffected) government agency. Even though theater tickets have nothing to do with official work, that doesn't mean they weren't given as a means of influence. I cannot accept lunches from vendors, or candy, or any other "trinkets" that they give to their clients, because even though they are available to all their clients, not every client receives them.
