It's not just a grave. Lorna Luft talked about it (I think it's called the Judy Garland Pavilion) in her recent interview and it sounded like something designed for fans to visit.
I think visiting "resting places" is something respectful and (for many people) a source of comfort for family and friends (and in this case, fans).
