From Act Two, Scene 8:

Oscar: I was riding a bus one night, saw you, jumped off and before I could catch you I saw you go into this dance hall. I went in and stood in the corner. You were sitting in a booth with some man. You were laughing and giggling. I didn't stay very long — an hour or so. . . . . That night when I went home, I tried very, very hard to hate you, Charity . . . but I couldn't do it. I just couldn't hate you, Charity.

Obviously, the "hour or so" line is a laugh line, but it's not like he was following her around for hours watching her or trying to catch her in a lie or . . . I don't know. It's pretty normal behavior to jump off a bus and try to catch up with someone you're dating. Obviously, it's not healthy that he stands there watching her for an hour. But this is a man who has idealized Charity. He's very innocent. He's shocked. And it's not like he's watching her have sex. It is still a laugh line that he watched for an hour, but his seeing her go into work is not in any way creepy. He wasn't following her for hours watching her. He was not stalking her. If he then went back to the Fan-Dango and watched her night after night, that would be stalking.
