Question re: The Ferryman (Spoilers)

Saw the play yesterday. One plot element that went by very fast: what government agency decreed that the products grown on the farm could only be exported to Poland to be fed to pigs? I'm guessing that this was a British governmental agency, and that we are to take this as evidence that England was working to tamp down the Irish economy, to keep that island from developing.
