In the Philemon booklet, Tom Jones gives a detailed history of how he and Schmidt came upon the idea for the show. Their main inspiration, apparently, was "a passage in Allardyce Nicoll's book Masks, Mimes and Miracles about a Roman clown who, during the reign of Diocletian, impersonated a Christian leader and slowly turned into the man he was impersonating." Jones also mentioned his experience in college (after the end of World War II) of being exposed to "the images of the Nazi death camps that were just being released to the public".

I don't believe there is any reference in the booklet to the Rossellini film.
