Has this kind of rollout happened before? It feels to me like they wanted to have SOMETHING out for the Tony's but that the entire mix isn't done.

That's just my theory, though, I could be completely off base.

I suppose if they make the last tracks free, downloading as it goes along won't be more expensive than ordering the whole digital album?

Yeah, you just preorder the full album at the usual price and the songs become available incrementally.
