The cost issue would make more sense if they had not included a booklet at all.
Except...Tootsie DOES contain a booklet with a note from the book writer and show photos and lyrics. So, they've spent the money to produce a nice, slick-looking booklet for it. It can't cost that much more money to add in one more page with a synopsis.
Also, other labels like Broadway Records and Ghostlight Records routinely include synopsis with their booklets, and they're smaller labels than Decca. It can be done.
Synopsis should not HAVE to be found on the internet. It should be included.
(And, I haven't been able to find one for Tootsie, although I've looked.) But that's not the point.
