This was done in the Mendes revival as well, but with the customs inspector playing the scene with his back to the audience in a large coat and hat. At the end of the scene, it's revealed that it's the Emcee in yet another guise. All the Emcees I saw over the years that production ran affected some kind of different voice so as not to make it obvious until the reveal.
