for a movie there are two individual pieces to the licensing
1. the song itself from the company that controls the publishing rights (where the author may or may not have a say, depending on if these rights have been sold off)
2. the specific recording of the song used from whomever owns the master of the recording (with singer having a say or not depending on the original agreement when the song was recorded)
2a. the specific recording's rights can become more involved due to rules that can allow certain artists to regain the rights after a certain period of time in certain circumstances

(hope I summarized this correctly, it is very complex. And for a major production potentially very expensive)
