According to Mandlebaum's book about Michael Bennett, Jerry Kass, who wrote the teleplay of Stardust Ballroom, was a good friend of both Bennett and Avian. The three of them were collaborating on some project that eventually came to naught. During that process, Kass convinced Bennett to direct the Ballroom musical for Broadway. However, Bennett envisioned the show as a homage to aging gypsies who were too old to work on Broadway and ended up dancing at a somewhat seedy, old ballroom, while Kass apparently wanted just a fleshed out version of his teleplay with more songs. About half the show and the score highlighted the nameless couples at the ballroom while the other half was about the relationship between Bea and Arthur.

Regarding the Ballroom score, only one song from the TV version ("I Love to Dance") was used in the Broadway show so I'm sure it was eligible for the score Tony. It's a pretty uneven score. The songs for Bea are quite good, but the numbers performed by Marlene and Nathan are pretty bland. I never saw the TV version or the show itself. I only know it from what I have read and from the OBC recording. It is my understanding that the various revised versions are closer to what Kass wanted the show to be rather than Bennett's vision.
