You may disagree, but generally speaking, I don't think there's any significant difference between acting for the big screen and the TV screen -- of course, depending on the property. Bea Arthur seemed perfectly at home acting on TV for all those years in MAUDE and THE GOLDEN GIRLS, so I would be surprised if she felt uncomfortable acting in movies. (It is true that MAME predates a lot of Bea's TV work, but MAUDE had started by then and I think had been on for about two years when the movie came out.)

I really think your negative reaction to Bea's performance in the movie of MAME is due mostly to the fact that the costuming, makeup, and the whole conception of the character for the screen were SO over the top campy, and not because she was miscast as Vera.
