I think the way the business works now works against an actor becoming a star on Broadway and then building a big career primarily on the stage. The lure of the payday of film and television means that actors who get a series are committed 6-9 months of the year or possibly more. Films can take them to far away place for months at a time. Once they hit a certain level, it becomes difficult to commit even to a short run of something on stage, much less the years it might take to develop a new piece.

And, unfortunately, geography in the US is probably often a culprit. Actors hit big on Broadway and then must move to LA to try their luck in Hollywood and it's probably really difficult to keep your hand in on Broadway from the west coast. The Brits have things a lot easier in that respect with everything primarily located in one city and even far flung production locations are only a few hundred miles away.

Even the folks you mention...Foster hasn't originated a role on Broadway since 2008. Chenoweth hasn't since 2003. Menzel did relatively recently in 2014.
