In terms of commercial rent, retail chains are apparently already setting their own terms. But I think that eventually states will have to step in to pass measures similar to the freeze on evictions or the process of negotiation you mention above might prove to be very chaotic as well as tilted in the favor of commerical renters with greater economic leverage.
