They are most commonly used in community theater and occasionally professional regional theater (usually very small companies). It is at the discretion of the producing company. Extra fees are paid to the license holder when the recorded tracks are used. I have never been exposed to non Equity tours using them, but since my exposure to them is limited I certainly can not state for sure that it never happens. Ditto Equity tours. Hope this gives you some clarification. Chromolume is probably one of the people to weigh in for more details as he music directs lots of shows.
